Mid-Term Review & Governance Capability Development – Transport & Infrastructure

About the role

The Ministry of Women, Community and Social Development (MWTI), supported by the Tautai Governance for Economic Growth Programme, is seeking qualified consultants to conduct a mid‑term review of the Technical and Institutional Support Program (TISP) and to develop a Governance Capability Development Plan for Samoa’s transport and infrastructure sector.

Key responsibilities

• Assess the effectiveness, relevance, efficiency and sustainability of TISP to date.
• Identify key achievements, challenges and lessons learned.
• Provide evidence‑based recommendations to strengthen future implementation.
• Engage with government officials, donors and other stakeholders throughout the review process.
• Develop a practical Governance Capability Development Plan aligned with MWTI’s institutional strengthening priorities.
• Deliver a comprehensive final report and presentation of findings.

Required profile

• Proven experience in monitoring and evaluation of development programmes.
• Expertise in governance, institutional strengthening and capacity development.
• Experience in the transport or infrastructure sector, preferably in Pacific Island contexts.
• Ability to work independently and coordinate with multiple stakeholders.
• Strong analytical, writing and presentation skills.
