National Procurement Specialist

About the role

The National Procurement Specialist will manage and coordinate procurement activities for the Sustainable Transformation of Domestic Agrifood Systems (STODAS) Project in Fiji, Samoa and the Solomon Islands. Reporting to the Subregional Coordinator and the International Procurement Specialist, the role ensures compliance with FAO policies and donor requirements while supporting effective delivery of goods and services.

Key responsibilities

• Execute procurement processes in the Global Resource Management System (GRMS), including creating purchase orders, vendor management and contract administration.
• Conduct market research, maintain the supplier roster, and prepare tender documents, evaluate offers and draft contracts or amendments.
• Monitor requisitions, coordinate shipments, verify receipt of goods, and report on procurement status to the International Procurement Specialist.
• Prepare and submit procurement monitoring reports, support the Local Procurement Committee and Headquarters Procurement Committee, and contribute to the annual procurement plan.

Required profile

• University degree in Business Administration, Supply Chain Management or a related field recognized by IAU/UNESCO.
• Minimum five years of experience in procurement, supply‑chain operations or financial management of projects.
• Full proficiency in English and Samoan; national of Samoa.
• Demonstrated knowledge of international procurement standards and ability to work with multi‑disciplinary, multicultural partners.

Required skills

• Proficiency with FAO systems such as GRMS and FPMIS.
• Knowledge of FAO Procurement Manual sections MS 502 and MS 507.
• Strong contract management, market research and budgeting skills.
