Senior Civil Engineer – Dam Safety Expert

About the role

The expert will act as the Engineer under the FIDIC Yellow Book for dam construction, providing senior technical leadership and supporting executing agencies with limited institutional experience.

Key responsibilities

• Review and validate engineering designs, specifications, cost estimates, construction schedules, and quality‑assurance plans.
• Ensure compliance with international dam safety standards (e.g., ICOLD) and integrate safeguards during design and implementation.
• Manage claims, variations, and risk mitigation under FIDIC‑based contracts, particularly the Yellow Book.
• Lead multidisciplinary consultant teams and coordinate with international contractors.

Required profile

• Master’s degree or higher in civil, geotechnical, water‑resources or related engineering.
• Chartered/Professional Engineer registration (mandatory, including Samoan IPES membership).
• At least 20 years of progressive experience in planning, design and construction supervision of large‑scale dams, with a minimum of 10 years in senior leadership roles on FIDIC contracts.
• Proven experience delivering USD 50 million+ infrastructure projects in developing or remote island contexts, especially in the Pacific region.
