Senior Civil Engineer / Dam Safety Expert

About the role

The expert will act as the Engineer under the FIDIC Yellow Book for the dam construction component. This senior position demands deep technical expertise in dam engineering and safety, strong leadership in international infrastructure delivery, and the ability to support executing agencies with limited institutional experience.

Key responsibilities

• Lead the Engineer’s Representative team under FIDIC Yellow Book contracts, reviewing and validating designs, specifications, cost estimates, schedules and quality plans.
• Manage multidisciplinary consultant teams and coordinate with international contractors on large‑scale dam and hydraulic infrastructure projects.
• Support institutional development by mentoring government executing agencies, providing capacity‑building and knowledge‑transfer on dam safety standards.

Required profile

• Master’s degree or higher in civil, geotechnical, water resources or related engineering discipline.
• Chartered or Professional Engineer registration with a recognised body and membership of Samoa’s IPES.
• At least 20 years of progressive experience in planning, design and construction supervision of large dams, including 10 years in senior leadership roles on FIDIC contracts.

Required skills

• Dam engineering expertise covering RCC, embankment and concrete gravity dams.
• Proficiency in FIDIC Yellow Book contract management and claim/variation handling.
• Knowledge of international dam safety standards (e.g., ICOLD).
• Project management of high‑value infrastructure (USD 50 million +), especially in Pacific island or remote contexts.
