TVET Strategy Review Adviser – Samoa

About the role
This short‑term advisory position supports the Pacific Australia Skills initiative by delivering a comprehensive, system‑wide diagnostic of Samoa’s Technical and Vocational Education and Training (TVET) sector and shaping a whole‑of‑government TVET Policy and Strategy for 2026‑2030.
Key responsibilities
- Assess the current state and performance of Samoa’s TVET system.
- Diagnose systemic constraints and map the TVET ecosystem.
- Develop a whole‑of‑government governance and operating model for TVET.
- Strengthen links between skills development, qualifications, employment and economic growth.
- Enhance the national qualifications, quality‑assurance and skills‑recognition framework.
- Design a sustainable, outcome‑focused TVET financing and investment model.
- Build the national TVET evidence base and improve system capability.
- Produce the National TVET Policy and Strategy 2026‑2030 together with an implementation roadmap.
Required profile
- Relevant postgraduate qualification.
- At least 10 years of experience in TVET policy, strategy, system reform or education planning, preferably in the Pacific.
- Expertise in TVET governance, qualifications, quality assurance, labour markets, skills recognition, financing, institutional capacity and monitoring.
- Proven ability to translate evidence into practical priorities, measurable outcomes, costed plans and reform roadmaps.
- Strong consultation, facilitation and consensus‑building skills with government, providers, industry and development partners.
- Excellent analytical, writing and presentation abilities.
- Experience in Samoa or comparable Pacific contexts is highly desirable.
- Commitment to gender equality, disability and social inclusion, child protection and related safeguards.
