About the role
The Finance and Administrative Officer provides comprehensive administrative, financial and human‑resources support to the UNESCO Office and its Antennas, ensuring compliance with UNESCO policies, the Host Country Agreement and UN system standards.
Key responsibilities
- Advise the Director on administration, budgeting, finance, HR, logistics, premises and security matters.
- Oversee budget preparation, monitoring of regular and voluntary contributions, and ensure robust internal controls.
- Manage day‑to‑day HR issues, staff guidance, and coordination with central HR services.
- Supervise procurement, asset management, lease negotiations and premises security.
- Act as Certifying Officer for financial transactions and ensure compliance with local banking regulations.
Required profile
- Advanced university degree (Master’s or equivalent) in Finance, Business Administration, Accounting or a related field.
- Minimum 4 years of relevant professional experience, including at least 2 years at the international level.
- Strong analytical, organizational and communication skills, with the ability to work in a multicultural environment.
Required skills
- Proficiency with ERP systems and financial management software.
- Experience in budgeting, procurement and internal control implementation.
- Good IT skills, including use of accounting and HR management tools.
