Technical Assistance Consultant – Samoa Education Sector Analysis

About the role

UNICEF is seeking a consultant to provide technical assistance for a comprehensive education sector analysis in Samoa. The assignment will support the Ministry of Education, Sports and Culture (MESC) in developing an evidence‑informed sector plan and corporate plan aligned with national and regional priorities.

Key responsibilities

• Conduct a sector‑wide analysis covering early childhood, formal schooling and TVET across MESC, the National University of Samoa and the Samoa Qualifications Authority.
• Review the MESC corporate plan and produce thematic studies to inform the new sector plan.
• Facilitate consultations with government officials, education providers and community stakeholders.
• Ensure the analysis reflects regional frameworks such as PacREF, the Pasifika Call to Action and the Sustainable Development Goals.
• Deliver a final report with actionable recommendations for policy and implementation.

Required profile

• Proven experience in education sector analysis, planning or policy development, preferably in Pacific Island contexts.
• Strong understanding of national education systems and international education mandates.
• Excellent analytical, writing and stakeholder‑engagement skills.
• Ability to work independently and deliver high‑quality outputs within agreed timelines.
