Team Leader – Infrastructure Projects

About the role

The Team Leader will head the Project Management Consultant team for a major infrastructure programme in Samoa, overseeing implementation, procurement, and safeguard compliance for dam, road and energy projects.

Key responsibilities

• Coordinate and supervise all project components, including institutional strengthening and procurement.
• Manage multidisciplinary consultant teams and international contractors under FIDIC‑based contracts.
• Ensure compliance with ADB/World Bank safeguards, financial reporting and procurement procedures.

Required profile

• Master’s degree or higher in civil engineering, water resources, hydropower, or infrastructure project management.
• Chartered/Professional Engineer registration (including IPES for Samoa).
• Minimum 20 years of progressive experience, with at least 12 years in senior procurement and construction supervision roles.
• Proven delivery of USD 0‑100 million+ projects in remote island or developing contexts.
• Extensive experience with IFI‑funded projects and Pacific region institutions.
